The Parish Council

The parish council consists of seven local councillors, elected every four years, or co-opted in between.

We are there to listen to your views, represent you in meetings locally and at a borough level. Important roles of the council include: considering planning applications and development proposals, feeding into the Hilltop Parishes Neighbourhood Plan and Calderdale’s Local Plan, engaging with community activities and making sure that issues that are important locally are actioned at a borough level. We also manage the Charlestown Allotment site and Great Rock.

Councillors are also there to help parishioners in case of an emergency and at any time.

The Council can also give small grants to fund local activities or groups which benefit the whole parish. Applications can be made via the Clerk.

The Clerk is the person who coordinates the business of the council, and is appointed by them rather than elected.

Chair – Councillor Helen Lacey

As Chair, Helen overseas the agenda, minutes and policies. She also sits on the Allotment Committee, which helps manage the Charlestown Allotments, is our representative on the Neighbourhood Plan Committee, and represents us at the Safer, Cleaner, Greener meetings. She also attends the Calderdale Town & Parish Council Liaison Group.

Vice-Chair Councillor  Keith Lomax

Keith will deputise for Helen when she is unavailable. He is also the lead on the Climate Emergency work and sits on the Allotment Committee.

Councillor Grayde Bowen

Cally House, Badger Lane, Blackshaw Head, HX7 7JX

Grayde is our representative on the board of Heptonstall Exhibitions & Richard Naylor Charities, which give grants to local students going on to further education.

Councillor Carol King

Brownhill Bottom Farm, Blackshawhead, HX 77HZ

Carol sits on the Allotment Committee, and is also the Parish Council’s representative on the Old People’s Welfare Committee

Councillor Linda Patterson

Knott Hall, Charlestown, Hebden Bridge, HX7 6PE

Linda is our second representative on the Yorkshire Local Councils Association, and will also be representing Blackshaw at the Community Resilience Flood Group.

Councillor Caroline Tiler-Ansell

Lower Earnshaw Water Farm, Blackshawhead, HX7 7JB

Caroline is also treasurer of the Fete Committee.
